FNHA reports on evaluations related to FNHA programs, services and contracted agencies.
FNHA is a learning organization, and evaluation plays an important role within it and with our health governance and tripartite partners. Evaluation helps us uphold our commitment to reciprocal accountability and continuous quality improvement in achieving our shared vision.
Evaluations support telling stories of change over time, celebrating our successes and identifying areas for improvement that contribute to the information that guides the journey forward.
Evaluation plays an important role at the FNHA in supporting and strengthening capacity as an accountable and learning organization and health governance structure. The current state of evaluations is responding to mandatory requirements as well as smaller reviews to meet immediate needs. The FNHA will continue to address mandatory requirements while further enhancing the timely collection of strategic information to inform decision-making and tell the story of progress.
Connecting to Culture: Sustaining Our Wellness
This series of regional reports recognize the remarkable achievements and wisdom gained by First Nations in BC during the COVID-19 pandemic. The reports share the stories of communities’ good work across all five regions. The learnings, perspectives, and experiences documented in these reports come from engagements with Chiefs, Leaders, Health Directors, and community health professionals, alongside stories shared in online news articles.
Regional Partnership Accords
Partnership Accords support collaboration and shared decision-making between the regional caucuses, the First Nations Health Authority, and the regional health authorities. Evaluations of these agreements is part of a commitment to monitor and report on progress and support the growth of the partnerships.
FNHA Activities and Programming
This report presents the results of an evaluation of the activities and programming delivered by the FNHA from the fiscal years 2013/14 to 2019/20. The purpose of this evaluation is to tell the story of change resulting from the creation of the FNHA, describing the progress that the FNHA has made against its mandate and strategic plan.
FNHA Board
An independent consulting firm was engaged to conduct an Evaluation of the Board, focused on helping the FNHA Board of Directors understand its current strengths and highlighting areas where there may be opportunities to improve FNHA’s governance practices. This document provides a summary of the findings of the report.
Medical Transportation Transformation Engagement Report
In March 2020, FNHA Health Benefits initiated the Medical Transportation (MT) Transformation Project to conduct a comprehensive program review and bring about improvements to the Medical Transportation program.
Between October 2021 and January 2022, the FNHA and FNHDA co-hosted nine engagement sessions supporting MT transformation. The sessions covered a wide range of topics including cultural safety, provider selection, administrative processes and tools, budgeting and capacity. The MT Transformation Engagement Report is a compilation of the key themes, insights and feedback received from health leads and other administrators who support the program, which provides the FNHA a strong foundation for program improvements and ultimately, transformation.
Community-Based Testing Program Evaluation Report
The Community-Based Testing program was developed in 2020 by the FNHA and external provincial and federal partners to address the need for improved access and faster turnaround time for COVID-19 testing in rural and remote First Nations communities in BC. Throughout the COVID-19 pandemic, First Nations communities received diagnostic and point-of-care testing devices as well as training and support to administer COVID-19 testing in communities. The program has continued to operate beyond the pandemic with the goal of bringing diagnostic and point-of-care testing closer to home and building the needed infrastructure and quality systems to support it. This evaluation aimed to capture the story of the program's implementation and gather lessons learned and wise practices for its continued growth and evolution.
Mental Health and Wellness Memorandum of Understanding
In June 2019, the FNHA, Canada and BC initiated a formative evaluation of governance, partnership, and implementation processes to understand whether the intention of the Mental Health and Wellness MOU was being realized and inform decisions about next steps and longer term strategy. This report shares findings of 'what was seen and heard' during the evaluation, focusing on the $30 million investment in community-driven, Nation-based programming. An assessment of the investment in First Nations treatment centres was outside the scope of this evaluation. Findings are informed by a review of documents and oral or written feedback from a total of 63 contributors, including those at the community, regional, and Tripartite Partner levels.
FNHA Pharmacy Benefit Program
An independent consulting firm was engaged to evaluate the FNHA’s Pharmacy Program for BC First Nations with a primary focus on the transfer of the drug benefits to PharmaCare Plan W in 2017.
The evaluation addresses a range of topics related to effectiveness, efficiency, governance structure, risk management and controls, and implementation of Plan W. More specifically, the evaluation reviewed the planning for and implementation of Plan W, the results of the transition and the opportunities for improvement and lessons learned that should be considered in the planning for changes to other health benefits.
Joint Project Board
The Kwakwaka’wakw Primary Maternal, Child and Family Health Collaborative Project Implementation Evaluation (March 10, 2021) was funded by the Joint Project Board.
The following reports provide analyses of the 27 primary health care, mental health and wellness, substance use and maternal child health projects funded by the Joint Project Board across the province. Joint Project Board projects were developed based on local priorities and are aimed at increasing access to health services and regulated health professionals for First Nations individuals.
Tripartite Framework Agreement The key purpose of the Tripartite Evaluation Report is to tell the story of change amongst the Partners and within the broader health system. The focus of this first, five-year Tripartite Evaluation report - released January 2020 - is on governance, tripartite relationships and integration. Findings focus on three key areas:

The focus of the first five-year Tripartite Evaluation report is on this first topic area: governance, tripartite relationships and integration.
Through this process, evaluations have been conducted of the FNHA and all five Regional Partnership Accords. A number of case studies and technical reports were also prepared. See below for these evaluations and case studies.

Cultural Safety and Humility - reviews initiatives to embed cultural safety and humility throughout the health care system in BC and includes initiatives undertaken by the Parties that support cultural safety and humility more broadly.

Data and Information Governance - reviews the evolution and major advancements in First Nations data governance since the signing of the Framework Agreement as well as ongoing challenges and future work.

Health Actions - examines the types of programming communities pursued under the FNHA Health Actions funds and highlights examples of innovative and community-driven wellness programming supported by the FNHA.

Overdose Response - assesses the effectiveness of the response to the overdose emergency as it pertains to First Nations people and communities in BC in order to support ongoing learning and inform decision-making.

Maternal, Child and Family Health – examines topics relating to preconception, pregnancy and the early years of life and ways to prepare and support new parents and their households to heal, stay together and support their babies and children
Healing Our Spirit Worldwide
The report shares the learnings and impacts of this important gathering. The reflection and learning report helps future hosts plan and share the messages of the Gathering and to sustain and grow the HOSW Movement.
Pay Transparency Report
In alignment with the BC Pay Transparency Act, FNHA has published its first preliminary Pay Transparency Report.
Because gender identity information is collected on a voluntary basis there is a significant portion of employees (61%) whose gender could not be determined and are reflected in the unknown category.
The FNHA expects there will be an increase in consent to disclose aggregated data in the next year as Human Resources has been exploring ways to enhance employee data collection. FNHA will publish an updated report as the sample size increases.
